In a bowl, whisk 2 large egg yolks with 1/2 teaspoon salt. Slowly add lemon juice and water, whisking thoroughly. Gradually whisk in about 1/4 cup oil, drop by drop, until emulsified. Whisk in the remaining oil in a steady stream. Stir in the garlic. To store, cover and refrigerate for up to 2 days. If the aioli separates, whisk 1 egg yolk with 1 tablespoon lukewarm water in a bowl. Gradually whisk in the aioli until combined. Whisk in 1/4 cup oil. Cooks notes.
