This recipe for Provençal dish Toto, made from salted cod and potatoes, is a staple in French bistros. Riad Nasr from Balthazar restaurants in New York shares his recipe and preparation. The dish is served with garlic confit and toasted croutons or bread. To prepare, soak the cod in water for at least 24 hours, changing the water every 2-3 hours. Make two garnish bouquets with bay leaves, rosemary, and thyme. Cook the cod with milk, water, garlic, and one bouquet until flaky. Boil the potatoes until fork-tender, then combine with the cod in a mixer. Slowly add infused oil and cream, being careful not to overmix. Garnish with remaining cream and garlic and serve with croutons or bread. Bon appétit!
